Allow otter-greeter background to be configured via otter-settings

There doesn't seem to be a way to change the backgrounds that otter-greeter shows. It's not documented in the wiki and it's not located in otter-settings. I'd also appreciate being able to toggle blur without editing the theme.conf directly.
