have the power widget for logging off and shutdown default on the otter-bar

by default have the power widget on the bar by default so people don't have to add it and wonder why they can't shut down just a simple QOL

Implemented and pushed. otter-config-types c442942 enables the existing power button and adds it to the default right-side layout with a regression test; otter-bar 52abe37 mirrors the runtime default and updates the README configuration example. zig build -Doptimize=ReleaseFast test passes in both repositories. Existing user layouts are not rewritten.
